I need to set a local network for 15 computers using a satellite internet connection so I need a software for windows XP that can share the connection (using an access point) and store the web pages in a cache so the client computers connection is fast.

Look into using a spare low powered computer as a gateway with something like IPCOP (ipcop.org) with the AdvProxy (advproxy.net) connect that to your satellite connection and then connect the access point to the gateway. The gateway will serve as your caching proxy AND provide a firewall for all those computers as well (and you can add in DHCP, content filtering, spam filters, etc if needed).

No it isn't software for Windows, but it's probably a better route with 15 computers. (Provided of course that you don't require some special windows program to get that satellite connection working.)
