Is there a way to allow a user to run a DOS command on a Windows 2003 server remotely without giving access rights to the entire server? Your ideas will be appreciated.

yes this is possible, but it is kinda complicated to explain and requers alot of configuring setting up user rights, and removing rights to stuff you dont want your remote users use.
I would recommend you buy a windows server for dummies book to hel you get started. Or search the web alot to see if you can find a HowTo on how to restric user on your server.
